Your Excellency,

I was deeply shocked that Alfredo Zapata Herrera and Diofanol Sierra Vargas were killed by paramilitary forces, and Oscar Alfonso Jurado was killed my an unidentified gunman in the last days (3 April to 9 April 2002). Furthermore I had to learn about the abduction of Arturo Vásquez Galeano on 5 April 2002. Thus I am very concerned for the safety of CUT trade union activists in general.

I urge your authorities to order an independent, impartial and conclusive investigation into the abduction of Arturo Vásquez Galeano, and bring those responsible to justice. I demand that there is taken immediate action to ensure that Arturo Vásquez Galeano is released unharmed.

I ask you what measures, deemed appropriate by members of the CUT, SINTRAINAL, SUTIMAC and SINTRAQUIM, you are going to take to guarantee their safety.

I call for a full and impartial investigation into links between the security forces and paramilitary groups operating in the departments of Antioquia, Santander and Valle del Cauca, and urge that the results be made public and those found responsible for supporting and participating in such groups be brought to justice.

Finally, I urge to take immediate action to dismantle paramilitary groups, in line with stated government commitments and recommendations made by the UN and other intergovernmental organizations.

Yours sincerely,
